The airport is governed by the St. Joseph County Airport Authority, which is a municipality in the state of Indiana. Its four bipartisan board members are appointed by the St. Joseph County Commissioners. The Airport Authority has been directed for the past 25 years by John C. Schalliol, AAE, who is a licensed civil engineer. Board members are Thomas S. Botkin, James K. Hughes, David R. Sage and James V. Wyllie. The Airport Authority employs approximately 60 staff members; another 750 people are employed by the airport's tenants (airlines, railroad, restaurant, travel agency, etc.)

The Airport Authority has defined an overall mission "to maximize the safety, service, efficiency and effectiveness of the South Bend Regional Airport for the traveling public, and to promote the value of the airport to the community."
